Particulars of Organisation, functions & duties
Directorate
of Organisation & Personnel Management is headed
by Commissioner. Its office is located in the 4th floor, Deepshikha
Building, Rajendra Place, New Delhi. Functions of DoPM include looking after the functions relating to method
studies, work measurement and staffing besides management services including
manpower planning for the Customs, Central Excise, Service Tax & narcotics
formations.
(ii)
Powers & duties of its officers and employees
DoPM acts as an advisor to CBEC in areas
of human resources management.
(iii)
Procedure followed in decision-making process, including channels of
supervision and accountability
DoPM is only an advisory body that advises
the Board on the matters related to human resources management in the
Department. As such, work profile of this does not require any major
decision-making. Whatever small decision-making is done in this Directorate, it
is, basically restricted only to day-to-day functioning of the Directorate. In
such matters, decisions are mostly taken at the level of Dy./Assistant
Commissioner (Administration). Some decisions having greater importance are,
however, taken at the level of Additional/Joint Commissioner (Administration)
also. The matters related to human resources management of the Department
referred by the Ministry to this Directorate for advice or comments are put up
to Commissioner, who finalizes such advice/comments.
(iv) Norms set by the
Directorate for discharge of its functions
No
norms as such are fixed. However, efforts are made to dispose of the receipts
as early as needed as per the importance of the issue involved.
(v)
The rules, regulations, instructions, manuals and records, held by it or under
its control or used by its employees for discharging its functions
No
rules, regulations, instructions & manuals have been prescribed with regard
to the functions performed by this Directorate. However, information about
sanctioned and working staff strength in the field formations under CBEC is
compiled in this Directorate on the basis of the feedback received from such
field formations.
(vi) A statement of the
categories of documents that are held by it or under its control
No
specific documents are required to be held by this Directorate, since it is
only an advisory body that assists CBEC in its functions related to human
resources management of the field formations. Only the information related to
sanctioned and working staff strength of the field formations and data relating
to service profiles of IRS (C&CE) officers are being compiled for departmental
use on the basis of information provided by the field formations.

representation by, the member of the public in relation to the formulation of
its policy or implementation thereof
Nil. This Directorate is not required to deal
with public with regard to its functions, since these functions primarily
relate to compilation of data for in house analysis and other related purposes.
